The Rowan County Jail is a minimum security facility located in Morehead, Kentucky. The county jail houses both male and female offenders who have been arrested and charged with either misdemeanor or felony offenses. All inmates being held at the county jail are either serving their sentences, awaiting trial, cannot afford bond, or do not have a bond set. The mission of the County Jail is to protect the citizens of Rowan County while providing a safe, secure and humane environment for those housed within the facility as well as for those conducting business within the facility. The County Jail strives to provide quality programs aimed at enriching the lives of offenders with the goal of reducing recidivism. The current Jailer is Nathan Carter and the assistant Jailer is Wes Coldiron.

How to Send Mail or Package
Inmates have the right to receive mail from their friends and family while incarcerated. All incoming mail must be addressed with the Inmate name and Inmate ID and have a return address on the envelope. All incoming mail must be in the form of a letter or postcard. All mail is opened and inspected for contraband. If contraband is found, the mail will be destroyed.

Money can be added to an inmate’s commissary account 3 different ways. There is a kiosk located in the front lobby of the County Jail which accepts cash. It only accepts cash in denominations of $5 – $100. The machine is available for access 24 hours a day, 7 days a week.
The second way to add money to an inmate’s account is by using the website JailFunds. Once on the website, an account must be made. Find the Rowan County Jail as the facility and then find the inmate using their first and last name. The third way to add money to an inmate’s account is to send a money order to the jail. Money orders are to be filled out as follows:
